How to use the LOTR Integration (BC)

Creating Transparency Declarations in RealtiWeb BC

Working with LTSA, we updated RealtiWeb to create and e-sign (with your Juricert credentials) Transparency Declarations directly from your conveyancing file. For information on the requirements under the Land Owner Transparency Act and other LOTR related guidance, visit www.landtransparency.ca. This integration was designed to emulate the process on myLTSA for creating Transparency Declarations, however, some functions, such as creating a Transparency Report, must be done on myLTSA.

To create the PDF version of the declaration for client signing by following the instructions below. Please note that if you Delete a Declaration in RealtiWeb, you will have to start over.

The Registration Screen

To accommodate the LOTR capability and expanded web filing along with electronic PTT forms and registration submissions to the LTSA website, we added a Registration screen. The first tab we’ve created is for LOTR Transparency Declarations.
  1. Begin by confirming your file reference (your RealtiWeb file # is used by default) and which PID(s) are to be part of this transparency declaration.
  2. To add a new PID, enter it onto the Properties tab of the Basic Screen.
  3. Click on the Start button.


Entering your myLTSA Credentials

You can enter your myLTSA credentials each time you complete a Transparency Declaration, or you can choose to save them in your profile by going to Tools > User Settings > 3rd Party Account Information. Enter your credentials and click on the piggy bank to save to your profile.


Transferees

Your LOTR Filing is now created. RealtiWeb will save your progress, and you can always return to this screen to complete the process.
  1. Confirm your transferee(s) and indicate whether or not they are a reporting body under the Land Owner Transparency Act.
  2. Click on Continue.
What Determines whether the Transferee is a Reporting Body?
LTSA has developed a resource page with common LOTR questions and further resources at www.landtransparency.ca.


Certifiers

Confirm who the certifier of each transferee will be and their respective certification date(s). RealtiWeb enters the names of the transferees as the certifiers by default. Click Validate to check the filing for errors.
Certification Date: RealtiWeb allows you to enter a future date to facilitate client signing of the PDF or paper form.

Validation

At this stage, RealtiWeb checks the validation rules from the LTSA website to confirm all required information is included. Any errors indicated in red will stop you from e-signing the declaration.  If you have warnings in orange, you will still be able to e-sign. Click on the Back button to fix any errors.

Create the Client Signing Copy

Click on the View Declaration button to open a PDF version of the form. This is for you to preview and download the form for your clients to sign.

Applying an Electronic Signature

After your client has signed the paper copy of the transparency declaration, you can e-sign the declaration directly in RealtiWeb.
  1. Confirm which Juricert Digital Certificate to use and enter the password.
  2. If you do not have access to a digital certificate, copy the supplied URL and paste it into an email for someone else to sign.
  3. Agree to the terms and click on the E-sign button.
One Time E-signing Setup
If you haven’t done so already, you must install your Juricert Digital Certificate on myLTSA.

Pay LOTR Fees

After the declaration is e-signed, the Status will change to E-signed. If this declaration has been e-signed directly on myLTSA, you may need to click on the Refresh Status button. The e-signed PDF can be downloaded by clicking on the View Declaration button.

The Revoke E-signature/Edit button will wipe out the signature to make changes to the declaration (if necessary). The declaration will need to be e-signed again.


Paying from RealtiWeb

  1. Click on the Pay LOTR Fees button and on the pop-up click OK to confirm. This will process payment through your myLTSA account.
  2. The Status will update to Ready for Submission. You may need to click on the Refresh Status button to see this change.


Add LOTR ID# to Submit Package

In the Submit Package to Land Title Office section of myLTSA, there is a LOTR Reference tab in each submission. Clicking on the tab will prompt you to enter the Transparency Declaration ID# beside the appropriate document name. Copy the LOTR ID# from RealtiWeb to add this number to your submission.


Transparency Reports

If one of your Transferees is a Reporting Body, you can start the process in RealtiWeb:
  1. Indicate the transferee is a reporting body by selecting Yes on the transferee step. Answer the ‘What type of Reporting Body is the transferee?’ question.
  2. Complete the Certifier and Validation steps as outlined above.
  3. You will then be able to preview the Transparency Declaration.
  4. For the Transparency Report, click on the Complete on myLTSA button.
  5. After completing the report on myLTSA, you can come back to this screen and click on Refresh Status.
